This bill establishes a framework for granting non-exclusive access to rights-of-way in Massachusetts to privately funded, privately operated mobility network providers that meet certain criteria. The criteria include exceeding 120 passenger-miles per gallon or equivalent energy efficiency, exceeding the safety performance of already approved transportation modes, and generating at least 2 megawatt-hours of renewable energy per network-mile per typical day. The Office of Energy and Environmental Affairs is required to promulgate rules or regulations for these alternative mobility networks, including standards for design, safety, and environmental approvals, as well as limiting taxes and fees on providers, passengers, and cargo to 5% of gross revenues.
