This bill amends the renewable energy portfolio standards in Massachusetts. It expands the definition of eligible renewable energy sources to include energy generated by new hydroelectric facilities or increased capacity and efficiency improvements at existing hydroelectric facilities, as long as they meet certain environmental standards. The bill also allows existing hydroelectric facilities under Federal Energy Regulatory Commission (FERC) jurisdiction to be certified as Class II renewable energy generating sources if they meet the specified environmental standards or have a nameplate capacity of 1 MW or less. The bill limits the eligible capacity for new and existing hydroelectric facilities to 30 MW and 7.5 MW, respectively, and prohibits facilities that involve pumped storage of water.
