This bill aims to address the financial sustainability of the health safety net. It proposes the following key provisions: 1. Requires a minimum annual transfer of funds from the Commonwealth Care Trust Fund to the Health Safety Net Trust Fund to provide payments to acute hospitals and community health centers for reimbursable health services. 2. Introduces a new "supplemental surcharge amount" equal to 50% of the annual revenue shortfall in the Health Safety Net Trust Fund, to be paid by acute hospitals and surcharge payors under existing sections of the law. 3. Expands the funding sources for the Health Safety Net Trust Fund to include the supplemental surcharge amount, in addition to existing funding sources such as hospital and surcharge payor payments, appropriations, and federal financial participation revenues. 4. Requires the Health Safety Net Office to allocate any remaining shortfall in the Trust Fund's revenue, after adjusting for community health center reimbursements, with half of the shortfall to be allocated to hospitals based on their proportional financial requirement, and the other half to be covered by the supplemental surcharge.
