This bill aims to expand access to solar net metering benefits for low-income residents and publicly-assisted housing. It amends the definitions of "market net metering credit" and "net metering facility of a municipality or other governmental entity" to include publicly-assisted housing and its residents. The bill also allows solar net metering facility owners to direct the distribution company to purchase all or a portion of net metering credits, and exempts solar net metering facilities serving publicly-assisted housing from the aggregate net metering capacity limit for municipalities and other government entities. Additionally, the bill requires the Department to exempt publicly-assisted housing and low-income ratepayers from any monthly minimum reliability contribution.
