This bill aims to further promote energy efficiency and green jobs in Massachusetts. The key provisions are: 1. Establishment of the Oil Heat Energy Efficiency Fund, funded by a $0.025 per gallon systems benefit assessment on oil heat fuel sales, to be used exclusively for designing, marketing, and providing cost-effective energy efficiency programs for residential and small business customers who use oil heat fuel. 2. At least 20% of the funds must be spent on comprehensive low-income residential oil heat energy efficiency and education programs. 3. The Energy Efficiency Advisory Council will advise the Department of Energy Resources on all aspects of the oil energy efficiency funds and programs, including approving program designs and overseeing their cost-effectiveness. 4. The program administrators must prepare a triennial oil heat efficiency investment plan for approval by the Department and the Energy Efficiency Advisory Council, which must include assessments of available cost-effective efficiency resources, estimated cost savings, and descriptions of proposed programs. 5. The programs must be designed to treat all energy use in a building comprehensively and in coordination with other energy efficiency programs in the state.
