This bill amends the General Laws by inserting a new chapter, the "Global Warming Solutions Implementation Act," which sets interim emissions reduction targets for 2030 and 2040. Specifically, the bill requires the Secretary to adopt an interim 2030 emissions limit between 35% and 45% below the 1990 level, and an interim 2040 emissions limit between 55% and 65% below the 1990 level. Prior to adopting these limits, the Secretary must conduct detailed modeling and analysis to identify feasible pathways for achieving the 2050 emissions limit required by existing law. The bill also requires the Commonwealth and its agencies to promulgate regulations necessary to achieve the 2050 emissions limit, which must be at least 80% below the 1990 level, and authorizes the creation of market-based compliance mechanisms such as emissions trading and carbon pricing programs.
