This bill aims to effectively and efficiently implement the Global Warming Solutions Act of 2008 in Massachusetts. It requires the Secretary to adopt interim greenhouse gas emissions limits for 2030 and 2040, based on detailed modeling and analysis of the state's energy economy and emissions in a regional context. The bill also mandates the state and its agencies to promulgate regulations necessary to achieve an 80% reduction in statewide emissions below the 1990 level by 2050. Additionally, the bill authorizes the state to create, expand, or join market-based compliance mechanisms, such as emissions trading and carbon pricing programs, to achieve the required emissions reductions. Finally, the bill requires the Department, in consultation with the Secretary, to impose fees on regulated sources of greenhouse gas emissions to recover the costs of implementing the Global Warming Solutions Act and its related provisions.
