This bill amends the existing law to expand the composition of the Mosquito Borne Disease Control Board by adding two employees from the Department of Public Health, one of whom represents environmental health. The bill also gives the Board broader regulatory and oversight responsibilities, including the preparation of a state Integrated Pest Management (IPM) mosquito plan, the review and certification of IPM mosquito management plans submitted by mosquito districts or projects, the creation of policies and procedures for mosquito management to control vector-borne diseases, the ability to advise the governor on public health emergencies due to disease-bearing mosquitoes, and the authorization to investigate, keep records, and carry out disease-bearing mosquito management programs when a significant area of the state is affected.
