This bill aims to promote healthy youth development by improving the requirements for sexual health education in Massachusetts public schools. The key provisions are: 1. Requiring all school districts that offer sexual health education to provide medically accurate and age-appropriate instruction. This includes teaching the benefits of abstinence and contraception, negotiation and communication skills for healthy relationships, and content appropriate for all students regardless of gender, race, disability, or sexual orientation. 2. Maintaining the existing requirement for school districts to adopt a written policy that provides parents/guardians the right to withdraw their child from all or part of the sexual health education, and the process for doing so. The policy must also allow parents/guardians to inspect the instructional materials prior to the start of the course, and be distributed in English and the native language of the parents/guardians. 3. Prohibiting any academic penalty or disciplinary action against students whose parents/guardians have excused them from the sexual health instruction, and requiring an alternative educational activity for those students.
