This bill proposes to create a universal sick leave bank policy for state agencies in Massachusetts. It requires state agencies to establish rules and procedures for employees to contribute to and access the sick leave bank. Key provisions include: requiring agencies to review sick leave usage and deny access to employees with a history of sick leave abuse; only allowing sick leave to be used for the employee's own illness or injury, not family members; requiring employees to exhaust all other available leave before accessing the sick leave bank; and any unused sick leave in the bank at the end of the year being returned to contributors up to a limit of 25 days. The bill also specifies that it does not override any current collective bargaining agreements related to sick leave bank policies.
