This bill directs the Massachusetts Emergency Management Agency to assess and report on the preparedness plans for a radiological accident at the Pilgrim Nuclear Power Station and the Seabrook Nuclear Power Plant. The report will evaluate the need for and appropriateness of additional state and local activities or programs beyond the existing radiological emergency preparedness plans, covering various aspects such as plume transport and dose assessment, monitoring equipment, emergency notification and communication, public information, protective response, transportation, medical support, and emergency planning. The recommendations will be developed in consultation with relevant parties, considering cost, safety effectiveness, and alternative implementation stages. If the Governor determines the plans are no longer adequate to protect public health and safety, the bill empowers the Governor to seek the withdrawal of the plans and the revocation of the operating license.
