This bill directs the Massachusetts Emergency Management Agency (MEMA) to assess and report on the preparedness plans for radiological accidents at the Pilgrim Nuclear Power Station and the Seabrook Nuclear Power Plant. MEMA must report its findings, recommendations, and proposed legislation or assessments to the Governor and the legislature by January 1, 2018, covering various aspects of emergency planning and response, such as plume transport and dose assessment, radiological monitoring, emergency notification, public information, evacuation plans, medical support, and training. The recommendations must be developed in consultation with relevant public and private parties, consider proven safety effectiveness and related activities of the U.S. Nuclear Regulatory Commission, and discuss alternatives and implementation stages. If the Governor determines the state and local radiological plans are no longer adequate to protect public health and safety, the bill authorizes the Governor to notify the Federal Emergency Management Agency to withdraw the plans and call on the Nuclear Regulatory Commission to revoke the operating license and begin the decommissioning process.
