This bill establishes the Commonwealth Analytic Center for Excellence, which will be a center within the state's Office of Information Technology. The center will leverage public-private partnerships to implement a statewide data integration and data sharing initiative, with the goal of generating greater efficiencies and improving service delivery by state agencies, departments, and institutions. The center will coordinate ongoing enterprise data integration efforts, provide business intelligence requirements and implementation to state agencies and the University of Massachusetts, and assist in identifying funding sources and securing matching funds. All state agencies and the University of Massachusetts are required to grant the center access to necessary information and provide resources to support the initiative. The center will also be deemed a criminal justice agency and a business associate with access to protected health information, allowing it to access and utilize certain sensitive data for fraud detection and other purposes.
