This bill, known as the Reset Act of 2017, requires the Government Accountability Office (GAO) to conduct a study to determine the number of rules (as defined in Section 804 of Title 5 of the U.S. Code) and major rules (as also defined in Section 804) currently in effect, as well as the total estimated economic cost of all such rules. The bill requires the GAO to submit a report to Congress with these findings within one year of the bill's enactment. Additionally, the bill deems any major rule in effect on the date of the bill's enactment to be a major rule for which a report was submitted under Section 801(a)(1) of Title 5, triggering the provisions of Chapter 8 of Title 5 and allowing for a period of congressional review during which a joint resolution of disapproval may be enacted.
