This bill amends the Department of Energy Organization Act to replace the current requirement for a biennial energy policy plan with a Quadrennial Energy Review (QER). The QER would be conducted every four years by a task force chaired by the Secretary of Energy and composed of representatives from various federal agencies. The review would establish integrated, government-wide national energy objectives, recommend coordinated actions across federal agencies, provide analysis to support federal energy policy decisions, and consider input from Congress, industry, academia, state/local/tribal governments, and the public. The President would be required to publish and submit a report on the QER to Congress within four years of establishing each task force, and may publish interim reports more frequently as appropriate.
