This bill, known as the Survivor Outreach and Support Campus Act or the SOS Campus Act, amends the Higher Education Act of 1965 to require institutions of higher education to designate an independent advocate for campus sexual assault prevention and response. The advocate, who must be appointed based on certifications, experience, and demonstrated ability to provide sexual assault victim services, will be responsible for ensuring that victims have access to various services, such as information on reporting, medical care, counseling, legal assistance, and guidance through the institution's processes. The advocate must maintain the privacy and confidentiality of the victim and conduct a public information campaign to raise awareness of their role and services. The bill also prohibits retaliation against victims who report sexual assault and clarifies that it does not affect the existing rights, duties, and responsibilities under the Clery Act and Title IX.
