Bill Summary

To amend title XXI to allow for the blending of risk pools of children's health insurance buy-in programs with the risk pools of State child health plans under such title, and for other purposes. This bill allows a state to include in a single risk pool: (1) children enrolled in a state plan under the Children's Health Insurance Program (CHIP); and (2) children enrolled in a health insurance buy-in program that is run by the state and provides, at minimum, benefits identical to those provided under CHIP.

AI Summary

This bill allows a state to include children enrolled in a state-run health insurance buy-in program, which provides benefits identical to the state's Children's Health Insurance Program (CHIP), in the same risk pool as children enrolled in the state's CHIP plan. This enables the state to blend the risk pools, providing more flexibility in offering the children's health insurance buy-in program. The bill also designates the state-run buy-in program as meeting the definition of minimum essential coverage under the Internal Revenue Code, effective for taxable years beginning after December 31, 2017.
