This bill requires the University of Hawaii (UH) to develop a microgrid plan for a demonstration project on a property owned, leased, or controlled by UH on Oahu. UH will select the location and collaborate with the local electric utility. The microgrid plan must lower UH's energy costs, provide benefits to other electric customers, maintain safety and reliability, and demonstrate progress toward UH's net-zero renewable energy goal. The bill also requires quarterly status reports to the legislature and the submission of the microgrid plan prior to the 2019 legislative session. The term "microgrid" is defined as a group of interconnected loads and distributed energy resources that can operate in both grid-connected and island modes.
