This bill makes several key changes to K-12 education in Florida: It revises student eligibility criteria for the Florida Tax Credit Scholarship Program to include students currently attending or who attended in the previous academic year a persistently low-performing school. It creates "franchise model schools" where a highly effective principal can lead a persistently low-performing school in addition to their current school, and allows these schools to receive funding from the new "hope supplemental services allocation." The bill also creates the hope supplemental services allocation to provide additional funding and services to district-managed turnaround schools, charter schools, district-managed charter schools, schools of hope, and franchise model schools to improve academic and community outcomes. Additionally, it establishes the mental health assistance allocation to provide funding to school districts and charter schools for comprehensive school-based mental health programs. The bill increases the amount school districts can expend from a specified millage levy for certain expenses, and makes changes to capital outlay funding eligibility requirements for charter schools.
