This bill directs the Department of Highway Safety and Motor Vehicles (DHSMV) to implement protocols for issuing optional electronic credentials and procure a related technology solution through a competitive solicitation process. The bill requires certain revenue generated from the use of the electronic credential system to be deposited into the Motor Vehicle License Clearing Trust Fund for distribution. It authorizes DHSMV to assess a competitive market rate fee structure for use of the credential service provider by qualified entities to obtain an electronic ID. The bill also requires the electronic credential to be in a format that allows law enforcement or authorized consumers to verify the authenticity of the credential and the identity of the credential holder, and to validate the status of any driving privileges associated with the electronic credential.
