This bill authorizes a special Combat Action Badge license plate program in New Jersey. The license plate will display the words "Combat Action Badge" and the Combat Action Badge emblem, which is a military honor awarded to members of the armed forces for personal engagement with the enemy in close combat. Applicants for the specialty plates must prove they received the Combat Action Badge and pay an initial $50 application fee and a $10 annual renewal fee, which will be used to fund programs benefiting combat veterans at the New Jersey Department of Military and Veterans Affairs. The Motor Vehicle Commission is prohibited from using public funds for the initial costs of implementing the program, and must receive at least $25,000 from the Department or private sources to cover those costs, as well as a minimum of 500 completed applications, before moving forward. The bill will remain inactive until these conditions are met, and will expire if they are not satisfied within 12 months of enactment.
