This bill requires the Iowa Department of Human Services to adopt rules and amend Medicaid managed care contracts to ensure that integrated health homes for individuals with serious and persistent mental illness (SPMI integrated health homes) are administered in a manner that reflects the criteria established in the Medicaid state plan amendment. The key provisions include: 1) the target population includes Medicaid members with serious mental illness or serious emotional disturbance, 2) member participation is voluntary and members have a free choice of health home providers, 3) the health homes must be accredited and demonstrate the provision of community-based mental health services, and 4) the health homes must use a team-based, patient-centered approach to provide comprehensive and coordinated care across medical, behavioral, and social service needs.
