This bill provides for a comprehensive program to address climate change adaptation, environmental and natural resource protection, and investment in recreational assets and opportunity. Key provisions include: - Establishing grant and loan programs to assist owners of gasoline dispensing facilities to upgrade underground storage tanks and reduce pollution risks. - Providing funding for improvements and replacements to infrastructure and holdings of the Executive Office of Energy and Environmental Affairs, including for climate change mitigation and adaptation projects. - Allocating $190 million for a variety of land, water, and natural resource conservation projects, open space preservation, watershed remediation, coastal resource protection, and recreation and environmental equity initiatives across the state. - Providing $66 million for coastal infrastructure projects like seawalls, jetties, and beach nourishment to address climate change impacts. - Allocating $75 million for repairs and improvements to municipally-owned and publicly-owned dams, as well as inland flood control projects. - Establishing a Global Warming Solutions Trust Fund to support implementation of the Global Warming Solutions Act and other climate change mitigation and adaptation strategies. - Creating a Transfer of Development Rights Revolving Fund to support municipal transfer of development rights programs. - Expanding the state's climate change adaptation and hazard mitigation planning efforts, including requiring state agencies to designate climate change coordinators. - Establishing a municipal vulnerability preparedness grant program to support local climate resilience planning and implementation.
