This bill promotes climate change adaptation, environmental and natural resource protection, and investment in recreational assets and opportunity. Key provisions include: - Providing grants and low-interest loans to replace single-walled underground petroleum storage tanks to reduce the risk of pollution from potential leakage. - Investing in improvements and replacements to the infrastructure and holdings of the executive office of energy and environmental affairs, including buildings, equipment, vehicles, and communication and technology equipment. - Funding grant programs for land, soil, water, and natural resource conservation; open space preservation; watershed remediation; coastal resource protection; recreation; environmental equity; and wildlife and endangered species protection. - Funding the design, construction, reconstruction, rehabilitation, retrofitting, repair or removal of coastal infrastructure and resiliency measures, including seawalls, jetties, revetments, and nature-based solutions. - Funding the design, construction, reconstruction, rehabilitation, retrofitting, repair or removal of municipally-owned dams, publicly owned dams, and other dams for which emergency action or statewide hazard mitigation is required, as well as inland flood control projects. - Acquiring land and interests in land for open space, recreation, and conservation purposes, with a focus on coastal areas and lands projected to be impacted by climate change. - Establishing the Global Warming Solutions Trust Fund, Transfer of Development Rights Revolving Fund, Castle Island and Marine Park Trust Fund, Fishing Innovation Fund, and Agricultural Innovation Fund to support various climate adaptation and mitigation efforts. - Promoting urban agriculture and hydroponics, energy conservation and efficiency, and climate change adaptation and resiliency in the agricultural sector. - Restricting the use of state funds for certain types of permanent outdoor lighting fixtures in order to reduce light pollution and promote energy efficiency.
