This bill: 1. Establishes a registry for operators of short-term rentals, hotels, motels, and other lodging accommodations, to be maintained by the Executive Office of Housing and Economic Development. The registry will include information about the legal addresses of accommodations offered for rent. 2. Creates the Cape Cod and Islands Water Protection Fund, which will be funded by a 2.75% excise on short-term rentals, hotels, motels, and other lodging accommodations in participating municipalities. The fund will provide subsidies and assistance for water pollution abatement projects in these municipalities. 3. Allows cities and towns to impose a local excise of up to 6% (6.5% for Boston) on short-term rentals, hotels, motels, and other lodging accommodations, and a community impact fee of up to 3% on professionally managed short-term rental units. 4. Requires short-term rental operators to maintain liability insurance of at least $1 million, unless the rental is offered through a hosting platform that maintains equal or greater coverage. 5. Establishes new regulations for short-term rentals, including requirements for licensing, health and safety inspections, and posting emergency information.
