This bill amends the Education Code to modify the determination of resident status for students at public institutions of higher education in Texas. It changes the requirements for establishing residency, removes a previous provision allowing residency based on high school graduation, and prohibits individuals not authorized to be present in the United States from being considered residents for tuition purposes. The bill also allows for the reclassification of certain previously designated resident students as non-residents. The changes take effect on September 1, 2019.
