Defining "Mechanical Vehicle Data" as any telematics data in a vehicle related to its diagnosis, repair, or maintenance, and "Telematic System" as any system in a vehicle that collects and stores information generated by the vehicle's operation and utilizes wireless communications to transfer that information. 2. Requiring manufacturers to provide standardized and open access to vehicle on-board diagnostic systems for vehicle owners and independent repair facilities, without the need for any authorization by the manufacturer, unless the authorization system is standardized across all makes and models sold in the Commonwealth. 3. Mandating manufacturers that utilize a telematics system to equip their vehicles, starting from model year 2022, with an interoperable, standardized, and open access platform capable of securely communicating all telematics vehicle data in a standardized format, which shall be directly accessible by the vehicle owner or lessee through a mobile-based application. 4. Establishing a consumer motor vehicle telematics system notice to be provided to consumers, explaining the data collected and stored by the telematics system, the consumer's ability to access the data, and the consumer's option to assent or prohibit the transmission of telematics data to the manufacturer. 5. Requiring dealers to provide the consumer motor vehicle telematics system notice to consumers when selling a vehicle containing a telematics system. 6. Allowing the Attorney General to prohibit the sale of new motor vehicles in the Commonwealth if a manufacturer fails to comply with the requirements of the act until the manufacturer has cured all problems and is in full compliance.
