This bill requires the Massachusetts Department of Transportation to design and implement a temporary pilot program at the Sumner, Callahan, and Ted Williams Tunnels to test the feasibility of charging different toll rates based on time of day, with the goal of relieving congestion for drivers. The program must include a discount structure with at least a 25% discount during off-peak hours, and only vehicles with transponders issued by the Commonwealth are eligible for the discounts. The program is projected to result in no more than $100,000 in total toll revenue loss and must commence no later than October 1, 2019. Within 60 days of the program's conclusion, the Department must submit a report to the legislature detailing the program's scope, implementation challenges, lessons learned, and proposed next steps to use tolling policies to alleviate congestion.
