This bill establishes a neighborhood zone for student enrollment at the second campus of Alma del Mar Charter School in the city of New Bedford. It allows the city's school committee and the charter school to create additional policies for an effective student enrollment system, including the use of an alternative assignment system if the number of students assigned to the second campus exceeds or is insufficient for full enrollment. The bill also considers the second campus a public school of the city for certain purposes, and exempts the transfer of real and personal property between the city and the charter school from certain legal requirements. Additionally, the bill allows the charter school to receive tuition payments for the second campus in accordance with a 2019 memorandum of understanding, and waives the requirement for the city to commission an appraisal or solicit proposals before transferring the property to the charter school.
