This bill amends the General Laws of Massachusetts to require "local approval" for the establishment of commonwealth charter schools. Local approval is defined as an action taken by a locally elected body, such as an elected school committee, town meeting, or city council, to authorize the allocation of local funds for a charter school. The bill states that only charter school applications that have received local approval from every town or school district expected to enroll students shall be funded through the provisions of the law. Applications approved by the state board without local approval shall be funded solely by the board, excluding Chapter 70 or other local funds. The provisions of the bill apply only to charter school applications submitted after the effective date of the act.
