This bill establishes the GreenWorks infrastructure program within the Executive Office of Energy and Environmental Affairs to provide grants to municipalities for projects that improve climate adaptation and resiliency, mitigate climate change impacts, reduce carbon emissions, and improve energy efficiency. The bill also creates a matching grant program to support the development of municipal microgrids, a grant program to encourage the electrification of municipal and regional transit vehicle fleets, and a sustainability coordinator grant program. Additionally, the bill establishes a Green Resiliency Fund to provide loans to municipalities for various resiliency projects. The bill authorizes the issuance of $1 billion in bonds to fund the GreenWorks program and $295 million in bonds to fund the provisions in Section 2A.
