This bill establishes the GreenWorks infrastructure program to provide grants to municipalities, local government bodies, and other public instrumentalities for projects that improve climate adaptation and resiliency, mitigate climate change impacts, reduce carbon emissions, improve energy efficiency, and help the Commonwealth meet its greenhouse gas emissions limits. The bill also creates a matching grant program to support the development of municipal microgrid energy systems, as well as grant programs to encourage the electrification of municipal and regional transit authority vehicle fleets. Additionally, the bill establishes a sustainability coordinator grant program and a Green Resiliency Fund to provide loans to municipalities for various climate resiliency and economic revitalization projects. The bill authorizes the issuance of $1.295 billion in bonds to fund these initiatives.
