This bill establishes the GreenWorks infrastructure program within the Executive Office of Energy and Environmental Affairs to provide grants to municipalities for projects that improve climate adaptation and resiliency, mitigate climate change impacts, and reduce carbon emissions. It also creates a matching grant program to support municipal microgrid energy systems, as well as grant programs to encourage the electrification of municipal vehicle fleets and fund sustainability coordinator positions. The bill authorizes the issuance of $1.295 billion in general obligation bonds to finance these initiatives.
