This bill: - Revises the definition of "tenant" to include any person entitled to occupy a dwelling unit or property held out for the use of tenants generally under a rental agreement. - Requires landlords to provide rental agreements in plain language and the tenant's preferred language, and includes new requirements for rental agreements such as providing tenants the right of first refusal to purchase the dwelling unit and prohibiting landlords from terminating tenancies during a state of emergency. - Requires landlords to provide written notice of rent increases and allows tenants to request mediation if the increase is more than 5 percent. - Prohibits landlords from terminating a tenancy or rental agreement because the tenant or the tenant's minor child is a victim of domestic violence, dating violence, sexual violence, or stalking. - Allows tenants who are victims of domestic violence, dating violence, sexual violence, or stalking to terminate their rental agreement without penalty and requires landlords to change locks upon the tenant's request. - Prohibits landlords from discriminating against tenants or prospective tenants based on various protected characteristics. - Creates new tenant rights and remedies, and expands prohibited landlord practices.
