This bill authorizes the possession, use, cultivation, distribution, transportation, and delivery of medical cannabis for medical use by qualifying patients with certain debilitating medical conditions. It also provides for the licensing of dispensing organizations and cannabis testing facilities, and authorizes fees related to the administration of the medical cannabis program. The bill establishes protections from legal action for cardholders, dispensing organizations, and cannabis testing facilities, and prevents the presumption of child abuse, neglect, or endangerment solely due to the medical use of cannabis. It also prohibits counties and municipalities from prohibiting the cultivation, production, dispensing, or possession of medical cannabis as authorized by the bill.
