This bill requires all school districts in the state of New York to provide instruction in financial management, including basic financial literacy, budgeting, savings, credit, debt, insurance, and investment, to students in grades four through eight. The Commissioner of Education is tasked with establishing and defining the financial management program in regulations, and providing technical assistance in curriculum development. The bill also authorizes the Department of Education to make model curriculum and resource materials available on its website. The bill takes effect on July 1 following the date it becomes law, and the necessary rules and regulations for implementation can be made and completed by that effective date.
