AN ACT to amend the insurance law, in relation to mandatory health insurance coverage for acupuncture services

This bill amends the insurance law to require that every policy issued within the health benefit exchange established under the Affordable Care Act (ACA) provide coverage for acupuncture treatment provided by a licensed, authorized, or certified acupuncturist. The coverage may be subject to reasonable deductibles, co-payments, co-insurance, fee or benefit limits, and utilization review, but these must be no greater than for other essential health benefits and cannot discriminate against acupuncture treatment. The bill also clarifies that it does not prevent the provision or coverage of acupuncture treatment and services by licensed or certified acupuncturists in hospital facilities.
