This bill modifies public labor relations in Minnesota. It amends several state statutes to: 1) Require public employers to disseminate personnel data to labor organizations for purposes like elections and fair share fee assessments. 2) Expand the definition of "public employee" to include certain temporary and seasonal workers, as well as early childhood family education teachers. 3) Broaden the definition of "terms and conditions of employment" to include class sizes, student testing, and student-to-personnel ratios in Minnesota school districts and charter schools. 4) Provide liability protection to public employers and labor organizations related to the collection of agency or fair share fees prior to the Supreme Court's 2018 Janus decision. 5) Mandate that public employers grant exclusive representative employee organizations access to members, including meeting time and use of email systems. 6) Require public employers to regularly provide contact information for bargaining unit employees to their exclusive representatives. 7) Allow arbitrators to issue subpoenas and protective orders related to data classified as nonpublic or private under Minnesota's Data Practices Act.
