This bill establishes a merit time allowance credit program and an administrative privileges credit program for eligible inmates in local correctional facilities in New York. The merit time allowance credit program allows eligible inmates to accrue credits that can reduce their sentence by up to 24 hours for every 4, 9, or 15 days of successful participation in educational, vocational, work, or rehabilitation programs, depending on the level of their offense. The administrative privileges credit program allows inmates who are ineligible for the merit time allowance credit program to accrue credits that can be used to obtain certain administrative privileges at the sheriff's discretion. The bill also amends the penal law to include these credits as part of the jail time credit that can be applied to a sentence.
