Bill Summary
AN ACT to amend the environmental conservation law, in relation to prohibiting coal tar in pavement products
AI Summary
This bill prohibits the sale and use of pavement products containing coal tar, a viscous substance obtained by the destructive distillation of coal and containing high levels of polycyclic aromatic hydrocarbons (PAHs). The bill defines "pavement product" as a material used on asphalt or concrete surfaces, including sealcoat. The sale of these products will be prohibited 12 months after the bill becomes law, and the application of these products on driveways or parking areas will be prohibited 24 months after the bill becomes law. The bill also explicitly states that it does not preempt any local laws restricting the use of coal tar pavement products adopted prior to the effective date of this act.
