This bill: - Authorizes $9,170,013,000 for "Diplomatic Programs" and $1,950,449,000 for "Embassy Security, Construction, and Maintenance" for fiscal year 2022. - Expresses the sense of Congress on the importance of the Department of State's work in diplomacy, development, and promoting global security and prosperity. - Makes changes to the structure and authorities of various bureaus and offices within the Department of State, including the Bureau of Democracy, Human Rights, and Labor, the Assistant Secretary for International Narcotics and Law Enforcement Affairs, and the Bureau of Consular Affairs. - Establishes an Office of International Disability Rights within the Department to promote disability inclusion in foreign operations. - Addresses issues related to Foreign Service training, performance evaluations, allowances, recruitment and retention, and diversity and inclusion initiatives. - Includes provisions on embassy construction and management, such as requirements for standard designs, capital construction transparency, and contracting methods. - Authorizes the Department to provide emergency medical services abroad and establishes new paid leave programs for federal employees serving in challenging overseas environments. - Modernizes public diplomacy efforts by improving research and evaluation, reauthorizing the US Advisory Commission on Public Diplomacy, and streamlining support functions. - Requires the Department to combat public corruption globally and designate anti-corruption points of contact at relevant embassies. - Makes various other changes to Department of State authorities and operations.
