This bill amends the Texas Election Code to allow the governing body of a municipality or independent school district to authorize the use of preferential voting for nonpartisan elections of local officers. The bill requires the Secretary of State to prescribe procedures for this preferential voting system, which would allow voters to rank candidates rather than simply selecting one. If no candidate receives a majority of first-choice votes, the votes of the candidate with the fewest votes are reassigned to voters' next preferred candidates until one candidate achieves a majority. The bill also provides that primary elections and runoff elections are not held for offices using preferential voting.
