This bill amends the Transportation Code to establish provisions for the cessation of tolls by toll project entities in certain circumstances. It requires that toll projects become part of the state highway system and be maintained by the Texas Transportation Commission without tolls once the costs of acquisition and construction have been paid and all bonds and interest have been paid or set aside. The bill also allows toll project entities to extend the toll cessation date by five years if approved by voters in an election. The bill repeals certain provisions related to the perpetual ownership of toll projects and specifies that the act takes effect immediately or on September 1, 2021, depending on the vote of the legislature.
