The resolution highlights that while a Russian physician, Georg Anton Schffer, initiated the construction of a fort there in 1816, the Russian government quickly disavowed the endeavor, and no Russians ever garrisoned the fort, which was built with Hawaiian labor and materials from a sacred area. The resolution also calls for the development of new interpretive materials in Hawaiian and English that emphasize Kauai's ali?i nui (high chiefs) and the site's multicultural history, and for collaboration with the National Park Service to update the site's National Historic Landmark designation to include its Hawaiian place name and recent research.
