The Tri-County Council for Southern Maryland will serve as the local coordinating entity for the National Heritage Area. The bill prohibits the local coordinating entity from using federal funds to acquire real property. The bill also outlines the requirements for the management plan, the approval process, and the relationship of the National Heritage Area to other federal agencies. Finally, the bill includes provisions to protect private property rights and regulatory authorities, and it terminates the authority of the Secretary to provide assistance under the Act after 15 years.
