This bill amends the existing law to change the net school spending cap for school districts that are no longer in the lowest 10% in terms of student performance. Specifically, it sets the net school spending cap at 9% for these districts, unless their actual spending was above 9% in the prior year, in which case the cap remains at the actual prior spending level. Additionally, the bill prohibits the approval of any additional charter school seats originating from these districts if their net school spending cap was above 9% when they moved out of the lowest 10%. The bill also exempts charter schools and districts from having to reimburse the state for tuition amounts owed for students enrolled from these districts under the previous, higher spending cap.
