This bill amends the net school spending cap for school districts in Massachusetts. It states that if a district is no longer in the lowest 10% of districts, its net school spending cap will be 9%, unless its actual spending was above 9% in the prior year, in which case the cap will remain at the previous level. The bill also prohibits the Department of Elementary and Secondary Education from approving additional charter school seats originating from districts that have moved out of the lowest 10% if their net school spending cap was above 9%. Additionally, the bill requires the Department to cover the tuition costs for charter school students from districts no longer in the lowest 10%, and prevents the state from deducting those costs from the districts' state school aid.
