This bill aims to ensure transparency for high-cost hospitals. It requires the Center for Health Information and Analysis (CHIA) to calculate and report each acute care hospital's contribution to growth in total medical expense by market segment (commercial, Medicaid, and Medicare) and to identify the top 10 hospitals with the largest contribution to growth in the commercial market. CHIA must also calculate and report each hospital's case-mix-adjusted discharge cost and revenue, and identify their operating margins by market segment. The Health Policy Commission may hold public hearings for the top 10 hospitals to review their financial condition, cost containment efforts, and quality improvement initiatives. The bill also directs CHIA to establish a uniform methodology for hospitals to report their inpatient and outpatient costs, including direct and indirect costs, as well as their operating margins for commercial and government business.
