This bill amends the Education Code to change the requirements for a student to be considered a resident of Texas for the purposes of determining tuition rates at public institutions of higher education. A person is considered a Texas resident if they have established a domicile in the state at least one year before the start of the academic term and maintained that domicile continuously for the prior year. 2. The domicile of a dependent student's parent is presumed to be the domicile of the student. 3. A person who is not authorized to be present in the United States under federal law cannot be considered a Texas resident for tuition purposes. 4.
