This bill: - Revises the powers and duties of the Board of Governors, including requiring the board to periodically review the mission of each constituent university and make updates as needed. The bill also requires the board to review academic programs for alignment with the university's mission and provide directives regarding any curriculum that violates non-discrimination laws or is based on theories about systemic racism, sexism, oppression, or privilege. - Modifies the academic and research excellence standards for preeminent state research universities, increasing the number of standards that must be met for a university to be designated as preeminent or emerging preeminent. - Creates new requirements for the hiring, promotion, and evaluation of state university faculty and personnel, including giving university presidents more authority over hiring decisions and prohibiting appeals of personnel actions beyond the university president. - Prohibits public postsecondary institutions from expending funds to promote, support, or maintain programs or activities related to diversity, equity, and inclusion, or political and social activism, with some exceptions. - Establishes the Institute for Risk Management and Insurance Education at the University of Central Florida to focus on innovations in the insurance and risk management industry. - Revises requirements for general education core courses at public postsecondary institutions, including specifying content standards and requiring all institutions to offer at least one course in each core subject area.
